The fundamental principles
There are five fundamental principles of British life: democracy, the rule of law, individual liberty, tolerance of those with different faiths and beliefs, and participation in community life.
They come from British history and traditions and are protected by law, Parliament and a free press.
People who want to become permanent residents or citizens should accept these values and respect them.
| English |
| The rule of law | |
| Individual liberty |
The most common trap is "liberty, equality, fraternity": that is the slogan of the French Revolution, not a British principle. "Monarchy" is not on the list either; it is a form of government, not a value.
Responsibilities
To respect and obey the law.
To respect the rights of others, including their right to their own opinions.
To treat others with fairness.
To look after yourself and your family.
To look after the area in which you live and the environment.
These responsibilities apply to everyone living in the UK, not only citizens. Questions often ask "which of these is a responsibility?", and the wrong answers are usually things that sound good but are not duties, such as "vote in every election", "join a political party" or "learn Welsh".
Freedoms the UK offers
Freedom of belief and religion.
Freedom of speech.
Freedom from unfair discrimination.
A right to a fair trial.
A right to join in the election of a government.
These freedoms have deep roots in British history, from Magna Carta in 1215 to the Bill of Rights in 1689 and the Human Rights Act 1998, which brought the European Convention on Human Rights into UK law. Chapter 6 covers them in detail.
Freedom of speech does not mean you can say anything: stirring up violence or racial hatred, or harassing someone, is against the law. Likewise, freedom of religion means you may follow any religion, or none.
| English |
|---|---|---|
| Freedom of speech | |
| Fair trial |
The citizenship ceremony
When you become a citizen you attend a citizenship ceremony.
You make an oath or affirmation of allegiance and a pledge.
You swear allegiance to the monarch (currently King Charles III).
The pledge promises loyalty to the UK, respect for its rights and freedoms, support for its democratic values, obedience to its laws, and fulfilment of a citizen's duties.
The oath and the pledge
The oath is made in the name of God. People without a religious belief can choose an affirmation instead, which has exactly the same legal effect.
Oath: I (name) swear by Almighty God that, on becoming a British citizen, I will be faithful and bear true allegiance to His Majesty King Charles the Third, His Heirs and Successors, according to law.
Pledge: I will give my loyalty to the United Kingdom and respect its rights and freedoms. I will uphold its democratic values. I will observe its laws faithfully and fulfil my duties and obligations as a British citizen.
Ceremonies are usually organised by the local council and led by an official. They end with the national anthem, "God Save the King", and you receive your certificate of citizenship. Keep it safe: you need it to apply for a British passport.
Becoming a permanent resident or citizen
To apply for settlement or citizenship you normally need to speak and read English and have a good understanding of life in the UK.
- 后者通过 Life in the UK 考试来证明。You show the second by passing the Life in the UK Test.
People living in the UK are expected to integrate into society and play a full part in their community.
The handbook encourages new residents to get to know their community: meet neighbours, join local events, use the library and volunteer. These are not just tips; they appear as questions such as "which of these is a way to take part in community life?"
Responsibilities |
